Most recently - Adobe PDF, PDF X, and PDF FoxIt were not showing PDF thumbnails in Microsoft Windows 11. In "Files and Folders" - "Always show icons, never thumbnails" is Unchecked and applied. Cleared the thumbnail cache using Disk Cleanup.
