I suggest you contact the Park. I was not there in December and unfortunately have no recollection of their hours.

Battleship Memorial Park closes at 5:00 p.m. Once everyone leaves the park, the gates are closed.

Can you see the outside exhibits without paying the admission price & only paying the parking fee?

Yes, you can! There is a small admittance fee at the gate and that allows you to roam the park, picnic, bird watch and fish off the pier.
