Regarding Malacanang Museum Tour, best way to organise and book it for free is to simply visit type in google search, "malacanang museum reservation" and it should give you their government website. ( Tripadvisor does not allow me to paste the website link). Yes you will need to write them a formal letter (email will do) to request for a schedule. They will send you a form to fill out.
